Building off bug 40933, it would be great to add a "Send SMS" button next to
the "SMS number" data on the moremember.pl (ie patron details) page, if the
user has the `send_messages_to_borrowers` permission.
Bug 40933 is great, but it's not very obvious at a glance that you can send the
user a SMS message via the "Add message" button on the tool bar.
