When AllowFineOverrideRenewing is set to [Allow], staff who don't have the
override_renewals permission *can't* override a renewal blocked due to fines
from patrons' Checkouts table, but they *can* do so from Circulation > Renewals
or the 'Renew' option in the multi-function bar. To replicate:
Setup:
-Set a staff patron with circulation permissions except override_renewals
-Set AllowFineOverrideRenewing to [Allow]
-Check a renewable item out to a patron, and give them account charges over the
amount set in FineNoRenewals
Testing:
-Log in as the staff patron without override_renewals
-Navigate to the account for the patron with the checked-out test item above
-In the patron's Checkouts table, note the block message in the Renew column,
and that the 'Override renewal restrictions' and 'Override fine restrictions'
options are not available - thus, you're not able to override the renewal block
from here
-Navigate to Circulation > Renewals or the 'Renew' option in the multi-function
green bar
-Paste in your test item for renewal
-Note the override confirmation message
-Click 'Override and renew'
-The renewal is successful
