Currently, the new Library float limits feature (Bug 28530) is controlled by
the 'Manage library transfer limits and transport cost matrix
(manage_transfers)' permission under the 'parameters' umbrella. It would be
helpful to have it be a separate permission for libraries who want specific
staff to have access to item type float limits without other granting access to
other transfer settings.
