In staff interface:
1. Create a new purchase suggestion
2. Use a title that exists in the catalog.
3. The message will say: "A similar document already exists: <Your title here>.
Click on "Confirm your suggestion" to ignore this message." Note that the form
is now blank.
4. Fill out form again and click "Confirm your suggestion"
5. You are returned to the suggestion list and the suggestion is not created.
This process does work via the OPAC.
