As described in Bug 43315 - OpacResetPassword system preference - update
description, the name and description for this system preference only mention
the OPAC, but it also controls resetting a patron's password from the staff
interface.
To reproduce:
1. In the staff interface go to the patrons module > [choose a patron] > More.
2. Note that there is no "Send password reset" menu item.
3. Enable the OpacResetPassword system preference (set to "allowed").
4. Repeat step 1 and note that there is now a "Send password reset" menu item.
This bug is to explore these two options to fix what this system preference
does:
1. Control the reset password behavour using two separate system preferences:
- one for the staff interface
- one for the OPAC
2. Rename the system preference so that it covers both.
