There is not a way to make all checkouts in the system default to on-site. If
the system preference OnSiteCheckoutAutoCheck is set to enable, the user has to
intentionally select on-site for the first checkout in order for subsequent
checkouts to default to on-site. But this only works for the current patron.
When the next patron borrows materials, the box has to be checked again.
This adds an extra step for some libraries that ONLY do on-site checkouts for
every transaction. It would be nice if there was an option to have ALL
checkouts for all patrons default to on-site without this extra step.
