If a library allows patrons to submit account changes via OPACPatronDetails and
confirms that change, the update is logged in Borrowers Log.
However, from what I can tell, the borrower_modifications table only stores
un-acted-on changes, which means that no log exists if a staff member declines
a change and needed to go back and make a change. It would be nice if the
change request was logged in the Borrowers Log.
