This idea was mentioned in Bug 11581 back in 2014, but I think it deserves a
separate bug now. 

We are battling all sorts of different bot-attacks, and some of these attacks
result in *a lot* of 404 errors. When the 404 error page is generated there is
a call to the database to find the admin email and the page is rendered from a
template. When the number of error pages being generated is high enough, this
can overload the server and make Koha non-responsive. It would be better if
these error pages were static and could be served without querying the database
and rendering the template. 

If we want to keep the admin email in the error pages we probably need to
generate the pages initially, and maybe once a day from a cronjob or similar?
