I don't see it mentioned as a dependency until Caroline mentioned it in 2023 in Comment 105. Yes, it would be a great feature, but considering delays and the potential problems with libraries with large collections, a plugin could be a good way to try it out in a variety of scenarios without doing a full push into core.
