The manual says 'Authorized value is limited to 80 characters and cannot have
spaces or special characters other than underscores and hyphens in it.'

Unfortunately there are several AVs in the database already which have spaces
under the categories RDACARRIER and RDACONTENT:
There should be a validation before adding new AVs.
