The HoldFeeMode syspref gives the options
- any time a hold is collected
- any time a hold is placed
- only if all items are checked out and the record has at least one hold
already
The first two options are about when in the hold process the fee should be
applied. The third option is about to which types of holds the fee should be
applied. If set to "only if all items are checked out and the record has at
least one hold already," the fee is applied when the hold is placed, if the
hold meets those criteria.
The third option should read "when a hold is placed, only if all items are
checked out and the record has at least one hold already"
