When creating a new patron account, it is not possible to add a restriction
during the initial creation. Instead, you must save the patron form and then
edit it to add a restriction. This adds an additional step for staff. Use case:
When doing community events, staff may create an account with a restriction for
patrons without ID to confirm their name and address. Once that information has
been verified, the restriction is removed. Especially since the restriction
fields exist on the patron creation form, it would be nice for that restriction
to be retained.
