When I first started working on Bug 17418, "Move staff client home page
JavaScript to the footer," the process was incremental. That meant that we
needed to set a variable in the template to tell Koha where to expect the JS,
hence "[% SET footerjs = 1 %]"
That was 10 years ago, and there are only a handful of templates which still
have JS included in <head>. We should move to setting a flag when JS *isn't* in
the footer, rather than setting the variable when it is.
