When staging records for import, one is asked to define whether those records
are biblios or authorities. One is also asked to pick a matching rule.
Currently, one is offered all defined matching rules, allowing one to select an
authorities matching rule when importing biblios, or vice versa.
We should limit the offered matching rules based on the user's choice of record
type.
Relatedly, when adding staged records to a basket in acquisitions one is
offered both biblio and authority matching rules. One should only be offered
biblio rules here.
