The patch in Bug 16631 implemented setting limits by permissioned users to
restrict report access by a user's home library.
The report filter option that allows permissioned users to filter reports by
their own library or all libraries was dropped at some point before being
merged into main.
To see and reproduced the issue:
Start Koha with the latest version of the main branch, which includes the patch
from Bug 16631.
Enable LimitReportsByLibrary in the system preferences under Reports.
Got to the Saved Reports page.
You will not see any filter option for Show all reports in the left side Filter
pane, after the Keyword field.
