Some libraries does not use basket groups. So for them, all information about
basketgroups are irrelevant.
I propose to add a syspref "UseBasketgroups". If the syspref is disable, all
the information about basketgroups will be hidden in the templates and in perl
files if necessary.
Then, we could add a button for exporting baskets in pdf, as this is a feature
which is only present at basketgroup level.
