With STOMP support removed this is dead, so the RabbitMQ block is dropped. The memcached restart is kept. Test plan: 1. Apply patch 2. Read debian/koha-common.postinst => SUCCESS: No rabbitmq-plugins / rabbitmq-server handling remains, the memcached restart is still there! 3.
