To recreate:
1. Delete at least one record
2. Run delete from deletedbiblioitems;
3. Go to Cataloging -> Restore deleted records
4. It explodes like:
[ERROR] GET /api/v1/deleted/biblios: unhandled exception
(Mojo::Exception)<<Can't call method "to_api" on an undefined value at
/usr/share/koha/lib/Koha/Old/Biblio.pm line 130.>>
We should fix to_api so the table can load. We should also throw an exception
when trying to restore records like this. However, I don't think we should
actually try to restore deletedbiblios with a missing deletedbiblioitems.
