A rule with no library and this flag set is a global (network-wide) rule. The next patches use it for global checkout limits. Test plan: 1. Apply this patch 2. Run updatedatabase => "Added column 'circulation_rules.has_priority'" 3. Check the column exists with its comment: SHOW CREATE TABLE circulation_rules; 4.
