We have three separate system preferences controlling whether or not staff are
allowed to override a renewal restriction under different circumstances:
AllowFineOverrideRenewing
AllowRenewalLimitOverride
AllowRenewalOnHoldOverride
We should consolidate these into one multi-select system preference to improve
both maintainability and user experience.
