We have five separate system preferences controlling whether or not staff are
allowed to override a checkout restriction under different circumstances:
AgeRestrictionOverride
AllowFineOverride
AllowHoldCheckoutOverride
AllowNotForLoanOverride
AllowTooManyOverride
We should consolidate these into one multi-select system preference to improve
both maintainability and user experience.
