Koha checks userid and cardnumber for uniqueness separately, so one patron's
userid can be another patron's cardnumber. Logins accept either field, so a
login can match the wrong patron. Bug 33905 is discussing enforcement at the
database level, but hasn't really moved in quite a while. In the mean time we
should add a check where Koha already validates these fields.
