This patch adds the missing tag. Test plan: 1. On main, run: $ ktd --shell k$ yarn api:bundle k$ prove xt/api.t => FAIL: "uses tag 'messages' not present in top level list" 2. Apply this patch 3. Repeat step 1 => SUCCESS: Tests pass! 4.
