Bug 10819: Implement hold capture in SCO and SCI modules

Changes to the Self-checkout and Self-checkin Modules to capture holds
when an item is checked in. The behavior should align with the hold
capture behavior for SIP-based self-checkout:
- holds for pickup at a different branch should have a found value of T,
  and an item transfer requested
- holds for pickup at the current branch should be marked as either
Processing or Waiting, based on the value of AllowItemsOnHoldCheckoutSCO

To test:

Setup:
1. Set up system preferences for SCI and SCO
   SelfCheckInModule - enable
   SCOAllowCheckin - Allow
SelfCheckoutByLogin - card number (for ease of testing)
   WebBasedSelfCheck - enable
AllowItemsOnHoldCheckoutSCO - pending holds only (for ease of testing)
2. Set up a self-checkin user
   i. create a patron account of type Staff and home branch of Centerville
ii. On the patron account page, click More > Set permissions
iii. Select only the permission "Log into the self-checkin module"
        (self_checkin_module)
   iv. Save
3. If not using a standard Koha test sandbox or KTD, set up a
self-checkout user (the standard test data already has one)
   i. create a patron account of type Staff and home branch of Centerville
ii. On the patron account page, click More > Set permissions
iii. Select only the permission "Log into the self-checkin module"
        (self_checkin_module)
   iv. Save
   v. Set AutoSelfCheckAllowed system preference and friends to allow
auto-login with the username and password of the self-checkout
      user
4. Find a patron (Patron A). Edit their account to add an email address
and enable Hold Filled email notice

Testing (SCO Module):
5. Place a biblio-level hold on any title for Patron A, for pickup at
   Centerville
6. Set HoldsNeedProcessingSCI to "Don't fulfill"
7. In a new private window, navigate to the Self-checkout Module
   (cgi-bin/koha/sco/sco-main.pl)
8. Enter the card number of any other patron (Patron B)
9. Check out an item from the biblio record in step 5
10. Click the "Check in" button next to the item
11. In the staff interface, view the hold status and item status
--> Item status should say there is an "item-level hold" with priority 0
--> Hold status should say the hold is being processed
12. Revert status on the hold
13. In the Self-checkout Module, check the item out to Patron B again
14. In the Self-checkout Module, attempt to check out the already-checked-
    out item
15. On the error screen, click Check in
16. In the staff interface, view the hold status and item status
--> Item status should say there is an "item-level hold" with priority 0
--> Hold status should say the hold is being processed
17. Set HoldsNeedProcessingSCI to "Fulfill"
18. Revert the status on the hold
19. In the Self-checkout Module, check the item out to Patron B
20. Click the Check in button next to the item
21. In the staff interface, view the hold status and item status
--> Both should say the item is waiting for Patron A's hold
22. Confirm that Patron A has exactly one Hold Ready for Pickup notice
    queued
23. Revert the hold status again
24. Change the hold pickup location to a different branch
25. Repeat steps 19-21
--> Item and hold status should show the item is pending transit for a hold

Testing (SCI Module)
26. Place a new biblio-level hold for Patron A, for pickup at Centerville
27. Set HoldsNeedProcessingSCI to "Don't fulfill"
28. In a new private window, navigate to the Self-checkin Module
    (cgi-bin/koha/sci/sci-main.pl)
29. Log in with the Self-checkin user you created in step 2
30. Check in an item from the biblio you used in step 26, and click Finish
31. In the staff interface, view the hold status and item status
--> Item status should say there is an "item-level hold" with priority 0
--> Hold status should say the hold is being processed
32. Revert the status of the hold
33. Set HoldsNeedProcessingSCI to "Fulfill"
34. Repeat steps 30-31
--> Hold and item status should both show that the item is waiting for
    Patron A's hold
35. Confirm that Patron A has a new Hold Ready for Pickup notice queued
36. Revert the status on the hold again
37. Change the hold pickup location to a different branch
38. Repeat steps 30-31
--> Hold and item status should show that the item is pending transit for
    the hold
