It must use the old borrowernumber to decide whether the current patron can edit the report. This patch also allows disowning as an explicit extra case, when a report can go from being owned by a patron to being owned by nobody - but not directly from one patron to another. Test plan: 1. Apply patch. 2. Prove t/db_dependent/Koha/Reports.t, and verify all of the tests pass.
