I know that this choice can be seen in checkout screens and on the patron
details screen, but it seems like it would be more useful in the left panel on
all patron screens under the contact methods, and should be marked anywhere you
have the option to contact a patron (sending email, sms, printing, phone, etc).
Might consider suggestions I made in

Also, the primary contact method still needs to include a text option.
