We've seen intermittent failures of cancel_expired_holds due to database
deadlocks. This is seemingly due to the RealTimeHoldsQueue working to update
the queue in response to the cron's cancellations. This could be avoided if
cancel_expired_holds kept a list of the bibs requiring holds queue updates and
then processed them all once it's done with cancellations.
