Wrapping its conditions in :where() removes that specificity. Test plan: 1. Go to a bibliographic record (for example http://localhost:8081/cgi-bin/koha/catalogue/detail.pl?biblionumber=35) 2. Click Place hold 3. Click Search with an empty search box to search for all patrons 4. Hover over the list of patrons --> Only the white rows are highlighted in yellow 5. Apply the patch and repeat steps 1-4 --> Both white and gray rows should be highlighted.
