Add a maintenance script to find, and optionally fix, account lines stored with
more decimal places than the currency allows. Part of the currency rounding
work collected on bug 23728.
Report mode lists lines where amount differs from the amount rounded to the
currency decimal_digits. An explicit opt-in fix mode rounds amount and
amountoutstanding and records an offset; settled lines are not rewritten by
default.
