Storing a 0 position as no position is handled by bug 43988. To test: 1. Go to Tools -> CSS snippets and add or edit a snippet 2. The position field is labelled "Order of snippets", hover the info icon next to it and read the tooltip 3. Go to Tools -> News and add or edit a news item 4.
