We would like to have the option to not charge fines for the grace period. So
if a book is due on Monday and is returned on Thursday, we would want to not
charge them for Tuesday, but charge for Wednesday and Thursday.
Clearly, this is the kind of thing that libraries could disagree about, so a
System Preference would let each library choose what works for them.
