Maybe it would be usefull with all positions of  AcqCreateItem syspref, but it
seems to be more critical for "when placing an order" position.

Suppressing items should NOT be forbidden, because the book could have been
lost or withdrawn (and some libraries does not use the "lost" and "withdrawn"
value of item, but merely delete the item)
But there could be some warns, and maybe limiting the right to delete items to
librarians with acq permissions.
