New LOC splitting method (from Bug 9370) causes label creator to capitalize all
letters on spine label, irrespective of actual call number in database.
e.g. For item with call number BX1234.A31 no.1 1990a in database:

BX1234

no.1
1990a
--After new method--
BX1234
.A31
NO.1
1990A
