I think Kyle already pointed it out in comment 84: When force is selected, the item list is not shown by default. Additionally the first item is preselected. Both points bother me. The user will have no idea which item, which itemtype (short loan? normal loan?) at which branch got selected for the hold to fill. I think this is kind of missing the point of forcing the patron to pick the item to fill the hold.
