When receiving serial issues we usually have the subscription set to
automatically create an item on receipt using the "create an item record when
receiving this serial" option in the subscription record.
The branch library is specified in the subscription record but this does not
carry through to the newly created item - we have to manually set the branch
library each time (the item type and shelving location do carry through)
