The session issues table in offline circ shows mangled, and non-configurable
timestamp, eg. "2014-02-2123:59:00 GMT+0200 (Suomen normaaliaika)"
Firstly, a space is missing between the date and the time, secondly, the time
and timezone parts are pretty much useless noise.
