The patron search UI shows a list of the alphabet (from syspref alphabet), and
you can click on those links to quicksearch for patrons whose surname starts
with that letter, but the search doesn't distinguish between accented and
nonaccented letters.
For example, members/member.pl?quicksearch=1&surname=Ä will return patrons
whose surname starts with A.
