It would be nice if there was a sys pref or something in the circ matrix that
let you define a procession fee for when an item is marked lost. So if the
item is marked lost either manually or automatically (with the cron) the system
can charge a fee in addition to the lost item fee. Right now libraries are
doing this manually.
