To replicate:
Create an order with "from a new record" with just a title.
Stage and import a record through "Stage MARC records for import"
Add both records to a list to be merged
Attempt to merge them, the resultant record should be blank at the end.
Caveats:
If you have a MARC Modification template that adds a 942c to the record,
merging will work as expected - this only happens when both records lack a
942c. This also classifies as a workaround for this problem if it happens to
plague you.
