When registering a new patron, in the page where you enter the patron
information, the pull-down for the patron Category lists the patron categories
first ordered by short code (C A S ...) and then ordered by categorycode.
The second order should be by description, not by the categorycode, because the
description is shown in the pull-down, not the code.
