If the patron has set their privacy to 'never' the action_logs are not
anonymized and so the data still shows if you click the 'modification log'
On the "Circulation history" tab of the account it shows only the items that
are currently checked out, but on the "Modification log" tab the item barcodes
show for many of the circulation actions. Library staff feel that this list if
items and issued and returned is a violation of their pledge to patrons that
they will not retain a history of the items that they borrow.
