The "Warning at %" dialog box sets budget "budget_encumb", which is essentially
a warning that occurs when the budget reaches a certain percentage of the
total. There is text after the dialog box which says "0 to disable".

This is *not* the same as the trigger for "Fund amount exceeds parent
allocation" or "Fund amount exceeds period allocation" messages, which are
triggered when the budget has been exceeded.

This distinction should be made clear on the aqbudgets.pl page; partner
libraries are entering '0' on in the "Warning at %" dialog box and expecting to
disable all warnings.
