The Bootstrap theme doesn't have a binary distinction between "desktop" and
"mobile," so the OpacShowFiltersPulldownMobile system preference doesn't make
sense to have anymore. With CCSR deprecated the OpacShowFiltersPulldownMobile
system preference can be removed.
