Speaking of standardized formatting, how about AsciiDoc? [1]
Some advantages:
- producing HTML and other output is trivial
- it wouldn't be hard to write a parser to produce MediaWiki output
- based on experience from the Evergreen project, it's something that
non-techie librarians can adapt to if they want to contribute changes.
