Note to translators. Like with the 3.8 release, the help files won't be done before the string freeze because I haven't finished updating the manual yet due to some bugs/string changes that I was waiting to be pushed. It's okay (according to Paul) if the help files aren't 100% translated in the .0 release, and I will work as fast as I can to get them all done in a timely fashion.
