Ah, nice. But is it possible it wasn't used yet?
The "plan" was to replace that script because it doesn't work with
latest jquery.
So I've removed it from the main Koha code.

That file is the HTML5 manifest for the Koha offline circulation. It
lists all the files that are required by the circ interface (including
JS, CSS, etc.) so that the web browser will know to download them.
