Please don't exaggerate to "all edits". The guidelines are a bit more formal/important than many wiki pages. Both getting spam because their email address gets put on bugzilla and bugzilla getting spammed because it allows incoming emails. Email-accessible bug trackers have to have some protection. I'm not sure what is possible with bugzilla.
