This may have been a bug that a Kaitiaki election might have corrected.

I see it as broadly what it was, although most of the tasks can
(should?) be delegated to the RMs and other developers.

Also: is anyone on -devel interesting in standing for election under
the current description or is it too much work, like Owen wrote?
