Galen - This set of 9 patches implements the features necessary to talk to the offline circulation tool that Kyle developed. It uses the .koc files that are described on the wiki and in the RFC that Kyle sent out. There's also a SQLite database that's created for the offline tool to optionally use. I improved that part a bit since I sent these 9 patches yesterday.
