I wrote this feature, but it's been awhile so things may have changed. As far as I am aware, this should be allowed by the system. However, I don't recall writing in anything to limit a patron from selecting a different branch for pickup. This may result in a situation where Library A cannot transfer books to Library B, but the patron reserved a Library A book for pickup at Library B. Again, it's been a long time since I wrote the code, so I could be wrong.
